McMinnville City Administrator Nolan Ming is resigning his position to become the Deputy City Manager for Joliet, Illinois.
Ming said he was grateful for his tenure in Warren County. Ming served McMinnville since 2015, beginning as the Director of Community Development before being named City Administrator in 2019. Ming said Joliet is the third largest city in Illinois with approximately 155,000 residents.
“The Board of Mayor and Aldermen, the city staff, and the residents of McMinnville trusted me with something precious, and I will carry that responsibility with me always,” Ming said in a post.
Ming said the city delivered major infrastructure projects, launched a citywide strategic plan, and modernized the municipal code.
“I am deeply proud of everything we built together, and I have complete confidence in the exceptional team that remains in place to carry McMinnville forward,” Ming said.
McMinnville also received the Tennessee Municipal League 2026 Excellence in Overall Municipal Governance Award this year as a result of the work from Ming and his team.
For Ming, as a native of Illinois the return to the Midwest marks a long-awaited welcome home.
“This move is also a homecoming,” Ming said. “I grew up in Yorkville, just minutes from Joliet, and this part of Illinois has always felt like home. My family and I are heading back, and I am grateful beyond words for the opportunity to serve a community I have loved for a long time.”
