Livingston officials awarded a contract to perform site preparation services for the industrial park project.
Capital Projects Coordinator Ray Evans said the project is primarily funded through a site development grant from the Tennessee Department of Economic and Community Development. Evans said the city received 12 bids for the work.
“All but one were below the, our consulting engineer’s estimate,” Evans said, “And Compton Enterprises of Jamestown was the low of those 12.”
Evans said the city leadership conducted a thorough review of the Jamestown-based company before making the recommendation to the board.
“The mayor and I have vetted this company,” Evans said. “We’ve checked their references. We’ve had a good interview with the owner of the company, and we feel comfortable that they are qualified to do the work that’s required.”
Evans said the funding for the industrial park improvements relies on a matching grant structure where the state covers the bulk of the costs. Evans said the grant ratio is likely 90-10 or 80-20, leaving the city responsible for only a small fraction of the total contract price.
One board member said the $475,000 bid from Compton Enterprises would leave a remaining balance of approximately $525,000 from the total project funds. Another official said the city was pleased with the competitive bidding environment, noting that the high volume of interest helped secure a favorable price for the site prep services.
