Algood Considers Expanding Urban Growth Boundary

The Algood Planning Committee discussed expanding the city Urban Growth Boundary, one of four Putnam County communities to contemplate changes.

Algood City Administrator Keith Morrison said Monterey, Cookeville and Baxter submitted urban growth boundary changes. Morrison said the last amendment to the boundary was roughly ten years ago. Committee Member Dan Taylor said there are spots that are contingent, connected to the growth boundary.

“Cause city limits is already between them or Cookeville or someone else has already grown to them.” Morrison said. “Now we can move some of them around, like the northern boundary, I think we go up 111 to the county line.”

Morrison and Staff Planner Tommy Lee said they recommended the city push the boundary up to the county line. Morrison said everything within the boundary would be protected, as other counties could not claim the land. The boundary does not equal the city limits, as some areas would have to be annexed.

“As much as you can get all the way to the county line,” Lee said. “And that’s not saying you’re ever going to ever annex it. But that, it’s protected.”

The committee discussed creeping higher on Old Highway 42, keeping toward the county line. Lee said a piece of land that far out, would take plenty of annexing to reach. Morrison said the process will take perfect timing between the planning committee and city council to pass.

“To do annexation, the problem is you have to have continuous and services available. So you’d have to annex something, depending how far out they go, you’d have to annex in between there to get it. And they have to pretty much request it right now.”

Lee said property owners and property residents must agree to annexation, which are not always the same person.

The planning committee decided to come back with a formal proposal next session, Dec. 4.
