Environmental Work Set For Downtown Wilson Property

Cookeville City Council approved a second environmental review on the Wilson Property purchased last month.

City Manager James Mills said the previous uses of the property likely left environmental concerns that need to be identified. The survey will take four to six weeks at a price tag of $42,700.

“The phase two ESA is necessary to determine what if any remedial actions will be necessary for TDEC approval to develop the property,” Mills said. “Based on the findings from the limited phase two, additional environmental assessment work may be required.”

Mils said ten soil borings will be done across the property to determine any environmental impacts from the factory that sat on the property as well as the fire that destroyed that building. Mills said hazardous substances are likely part of the ground there.

Mills said the Wilson property identified REC, or recognized environmental conditional.

In other business, Council approved changes to the zoning code regarding garbage containers. This was final reading. Driveway surfacing requirement changes for residential developments also approved.

Council also approved grant applications for two matching grant programs. One would help pay for security doors at City Hall, as well as security cameras at Public Works Mulch site and at the East 15th Street Recycling Site.

Council also approved the purchase of its de-icing salt for the upcoming winter months.
