Boat Dock Utility Asking For Charter Change For Wastewater

Putnam County Commissioners approved amending of the charter for the Cookeville Boat Dock Road Utility District Monday night to possibly add wastewater service.

County Attorney Jeffery Jones presented the utility district’s petition. Jones said the initial charter was drafted for water service. Jones said the utility district wants the option because of increased development in southern parts of Putnam County.

“Any real consideration of doing this is probably four to five years down the road at the least,” Jones said. “But to get there, the water utility district has to jump through a number of hoops. And the first one is making sure their charter is amended properly so that it gives them the authority to provide those wastewater services.”

The Putnam County Planning Commission approved the petition, with an amendment to exclude customers in the City of Cookeville.

“What we want to do is except out the areas that’s inside the city limits, because [the city] is already serving those,” Jones said. “There’s no conflict between the Cookeville Boatdock Utility District and the city of Cookeville.”

Jones said the amendment was requested by Cookeville Water and Sewer Director Barry Turner.

The Cookeville Boatdock Utility District has boundaries in both Putnam and DeKalb Counties. Jones said the petition will also need to be approved by the DeKalb County Commissioners. The petition will then need to be approved at the state level.
