Rain contributed to a Sunday afternoon accident on Interstate 40 in Cumberland County. A Freightliner tractor-trailer driven by 44-year-old Ramon Luis Rodriguez Velazquez of Dallas, Texas rear-ended a vehicle driven by 50-year-old Scott Ray Manley of Metropolis, Illinois.
