Putnam County Authorities arrested a felony fugitive from Mississippi Wednesday. Tennessee Highway Patrol charged 19-year-old Morgan Blakney with criminal impersonation after giving a false name to avoid active warrants out of Tuscaloosa County, Mississippi.
