Crossville Police found a convicted murderer with an outstanding warrant hiding out in a Livingston Road location Sunday night.
Officers investigating a theft of items from a vehicle found 64-year-old Kenneth Ray Phifer at 207 Livingston Road. Police reports described the location as “grown up (and) fenced in.” Phifer had been staying inside.
Phifer arrested after a search found he had a warrant out for a violation of parole.
